Energy efficiency: in Italy still has to go a long way.

As shown by a recent study on energy saving and efficiency of the Italian industrial system, the energy consumption decreasing trend (from 552 TWh in 2007 to 473 TWh in 2010) is due to a reduced industrial production more than to a real improvement of the companies' energy efficiency. In 2007 the situation highlighted a good energy efficiency performance of the Italian industry with an energy intensity rate (energy gross consumption/GDP rate) in line with the EU-15 average and ranking better than Germany, Spain and France.

But in 2010, after three years of crisis, this situation seems to be unchanged while other countries have improved. Italy also seems to suffer from a competitive disadvantage because 70% of its consumption consists in natural gas and electric energy coming from abroad so that in 2009 the Italian firms paid 16.77 cents of euro per KWH before tax while the European average is 12.72 cents. The group of study has drawn up a prospectus suggesting the measures to be adopted: 18 items underlining the need of tax relieves for the firms in order to implement energy efficiency programmes, a system of incentives promoting reductions with unchanged turnover instead of absolute reductions, and centralized authorization processes to make redtape procedures easier.
